History
The University Library and Information Services (ULIS) Department supports the BSU Mission by facilitating access and use of information resources and services in support of the instructional, research and community service activities of the university community. This library system commenced operation from make-shift quarters at the inception of the University in 1992.
An ultra-modern Central Library Complex, constructed with a grant from TETFund, was commissioned by the Executive Governor of Benue State, His Excellency Dr. Samuel Ortom, on the 9th of August, 2016. With a sitting capacity of approximately 3,000, the building houses about 45,000 books and monographs and 3,000 journal titles, in addition to subscription databases, open access resources and an e-books database.
With this development, the library system was renamed Library and Information Services — the "information services" label refers to instruction and mediation services provided to facilitate information seeking, retrieval and utilization by clients, ranging from database-searching instruction to the preparation of annotated bibliographies and current-awareness services in support of teaching, research or program development.
Besides the Central Library Complex, the ULIS system comprises unit libraries in the College of Health Sciences and the Faculties of Arts, Education, Environmental Sciences, Law, Science and Social Sciences, plus departmental libraries serving Chemistry, Mass Communication and Theatre Arts. Remote access to electronic resources and services is available from any networked device via the library's own website.

ULIS will provide free and unhindered access to all forms of information while respecting and protecting the intellectual property rights of authors and the rights of our clients to privacy, autonomy and free inquiry.
Capacity Building
ULIS is committed to a life-long learning philosophy which enables both library staff and clients enhance their information literacy skills as they use library resources to advance their competences in their respective arenas of practice.
Collaboration
ULIS will partner with the BSU community and other library and information agencies to expand access to global information utilities as well as training opportunities for ULIS staff and the University Community.
Innovation
ULIS will strive to investigate and implement new technologies, information resources and instructional facilities to simplify processes while enhancing the efficiency, effectiveness and impact of service delivery.
Preservation
ULIS shares with the BSU community the responsibility of preserving and adding value to the cultural and intellectual legacy of our Benue community and humanity, in general.
Service
ULIS seeks to design, deliver and assess programs and services based on clientele needs and desired outcomes. Through quality assurance and thoughtful application of best practices, ULIS strives to deploy services that promote academic excellence.

Increase ULIS visibility, use/users and impact on the BSU Vision and Mission
Increase awareness, use and impact of ULIS on teaching, research and community service; assess community needs; design spatial and virtual networks for convenient access to all ULIS services.
Re-design the library into flexible physical and virtual spaces
Design flexible, diverse physical and virtual spaces for individual and group study, and develop Faculty/Departmental library services integrated with teaching, learning and research.
Integrate Information Literacy, Writing and Research skills training into ULIS programs
Equip faculty/departmental libraries and conference facilities; provide workshops, tutorials and mentorship on information literacy, writing and research; offer bibliographic and data-management consultancy.
Automate library and information management processes and services
Audit the ULIS collection; digitize and automate the catalogue system; build a Digital Repository for BSU scholarly products and the Benue Indigenous Knowledge collection; sensitize the community on copyright.
Build the library leadership capacity
Organize capacity-building programs for ULIS staff, redesign work schedules to foster initiative and creativity, and establish training/exchange partnerships with institutions in Nigeria and overseas.
Raise and invest Internally Generated Revenue (IGR) to support BSU’s Mission
Set up bindery, digitization, reprographic and agricultural-information services; provide information consultancy; use IGR to run an undergraduate Writing Center staffed by remunerated postgraduate instructors.

Fill a Readers' Registration form at the Circulation Desk with your Admission/Appointment letter, obtain a Library ID card, and sign the ULIS undertaking. A valid email address is required.
Borrowing limits

Reference materials and journals are not loaned out except with the University Librarian's permission. Books are not loaned to students during vacation except postgraduates.
Fines

| Overdue book (restricted-issuance) | ₦10 per hour |
| Lost ID card or borrower’s ticket | ₦500 per card/ticket |
| Lost, defaced, damaged or mutilated material | Cost of replacement, or 5× current cost |
